The Jinpu New Area Finance Bureau recently issued Jinpu New Area’s First Loan Support Implementation Plan for Small and Medium-sized Enterprises(SMEs). The New Area will grant 20 million yuan($3.09million) a year in initial loan discounts for SMEs and a first loan business subsidy of policy financing guarantee institutions, in a bid to help SMEs smooth financing channels, reduce financing costs and further develop.
According to the plan, of the 20 million yuan per year subsidy arranged by the Jinpu New Area, 16 million yuan will be used for the interest subsidy on the first loan of SMEs, and 4 million yuan for the first loan business rate and capital subsidy of the policy financing guarantee institutions.
For any SMEs registered and paying taxes in the New Area, the first loan obtained at the bank after July 1, 2021 (including July 1 and within the 10 million yuan limit), may apply for financial discount. The annual discount rate of agricultural enterprises is 2 percent, high-tech enterprises is 1.5 percent, and that of other types of enterprises is 1 percent. The same loan applicant can enjoy a maximum of one interest discount with a maximum period of one year.
Since the trial operation on July 1, Jinpu New Area has handled 54 loans of SMEs, amounting to 53.95 million yuan, and that 23 customers are expected to apply for loans of 41.03 million yuan. As the first "initial loan center" in Dalian, and even in Northeast China, Jinpu New Area has formed a win-win environment online and offline, with bank guarantees and the multi- participation of the government and enterprises.
