Dalian Economic and Technological Development Area

The Dalian Economic and Technological Development Area is the earliest state-level development zone in China. It has five industrial parks: Dalian DD Port Industrial Park, Dalian Xiaoyaowan International Business District, Dalian Deshahe Industrial Zone, Dalian Advanced Equipment Manufacturing Park, and Dalian Fishery Industrial Park.

(1)   Dalian DD Port Industrial Park

37 kilometers from the main city of Dalian, the park has a planned area of 30 square kilometers and is the closest functional industrial park to the main city area. It has more than 450 enterprises, of which more than 150 are foreign-invested. It has 77 enterprises above designated size, such as Intel and Dalian Machine Tool, more than 18 provincial-level research and development centers, and 28 high-tech enterprises. It also boasts 12 public service platforms, which include the National Marine Pharmaceutical Engineering Center, the Pharmaceutical Preparation Engineering Center, and the Dalian Testing Center. There are a further 15 technology carriers and incubation bases, such as the biopharmaceutical research and development center, the LED lighting industrial park and the IT technology building among others. The park’s promoted key industries include biopharmaceuticals, digital equipment manufacturing, chip manufacturing, and LED lighting and software services outsourcing.

(2)   Dalian Xiaoyaowan International Business District

The district has a planned area of 20 square kilometers, a construction scale of 15 million square meters, a projected employment population of 300,000 and a resident population of 120,000. Over ten projects from companies including Henderson Land, Hutchison Whampoa, Kerry Group, Baoneng Group, and Greenland Group have settled in the district, with a total investment of more than 51 billion yuan. Promoted key industries include business finance, business services, administrative offices, manufacturing services, culture and entertainment, technology development, port services and ecological living.

(3)   Dalian Dengshahe Industrial Zone

The total planned area of the zone is 130 square kilometers. It has a starting area of 40 square kilometers, a built-up area of 20 square kilometers and a total population of approximately 5 million. It will boast 36 enterprises above designated size, with Northeast Special Steel, Huicheng Aluminum, Shijie Forging, Xianzheng Pipes, Guangda Metallurgy, and Air Liquide. Promoted key industries include special steel, new materials, logistics, and the aviation industry (five major industries including aircraft research and development, aircraft assembly, aircraft maintenance, aviation and spare parts production and air operations services).

(4)   Dalian Advanced Equipment Manufacturing Park

The planned area is approximately 31 square kilometers, and 44 enterprises have settled in the park and all of them are in the secondary industry. There are four well-known above designated-sized enterprises, including Brilliance Auto, MAT Auto Parts, Zhenao Group, Liandong U Valley, and Basell Polyolefin. Promoted key industries include auto assembly and auto parts, advanced equipment manufacturing, biopharmaceuticals, new energy, new materials, the mold industry, electronic information, robotics and other intelligent equipment manufacturing industries.

(5)   Dalian Fishery Industrial Park

The planned area is 79 square kilometers, with a starting area of 42 square kilometers. The park will boast a state-level central fishery port and the Xingshu-Changhai land transport passenger terminal. A total of 22 enterprises, including aquatic products logistics enterprises, construction, real estate, and the marine food industry, have settled in the park. Promoted key industries include agricultural products deep processing, which is based on the deep processing of aquatic products, cold chain logistics and upstream and downstream industry chains, bio-pharmaceutical research and development, based on the research, development and application of marine bio-pharmaceuticals, and the modern service industry represented by the tourism and leisure industries.
