Shenyang Hunnan Technology City in Northeast China's Liaoning province, a high-tech hub that kicked off its construction in April, is becoming home to a number of industrial project incubators and scientist workshops.
Key projects involving the landing of science and technology service facilities, public service facilities and infrastructure were also started there, which showcased the area's priority of letting technology and innovation drive its development.
The plan for the area is to build itself into "a regional science and technology innovation center with national influence".
By focusing on the five leading industries－new materials, intelligent manufacturing, information technology, healthcare and digital cultural innovation－it is becoming a regional hub for scientific and technological innovation, an engine for new and old kinetic energy conversion and a demonstration area for new economy, officials said.
"The construction of Shenyang Hunnan Technology City is a major decision by the provincial government. It is going to be a landmark project integrating the wisdom of the whole country and the effort of the whole of Liaoning province," Lyu Zhicheng, mayor of Shenyang, said.
"We believe that in a short time, a green, low-carbon, intelligent and efficient modern science and technology city will rise here and then become another scientific innovation landmark of Shenyang," Lyu said.
The area has gathered many scientific research institutes, such as the Northeast University, Liaoning Material Laboratory, Robotics College of the University of Chinese Academy of Sciences, Robotics and Intelligent Manufacturing Innovation Research Institute and an aero-engine production base. Some of them are recognized as the most influential projects by the Liaoning government.
In recent years, Liaoning proposed to speed up the construction of digital economy in a bid to activate local innovation with digital empowerment and accelerate the transformation of economic forms.
The province has aimed to grasp the requirements and new trends in regional innovation and development and strived to build up an appropriate scientific and technological innovation system.
Their actions include the launch of Liaoning Laboratories project－a major part of Liaoning's science and technology innovation layout recognized by the local government－and the construction of comprehensive science centers. Shenyang Hunnan Technology City is regarded as a pivotal carrier in realizing the goals and functions of those facilities.
Experts recognized the location advantage of Hunnan Technology City as it is adjacent to the Shenyang High-Tech Zone, Shenyang Area of China (Liaoning) Pilot Free Trade Zone and Shenyang-Dalian Independent Innovation Demonstration Zone.
It has the potential to develop into a science and innovation center, cultural center and transportation hub of Shenyang.
In accordance with Hunnan district's talent policy, there is a streamlined introduction system to support enterprises to hire the employees from outside the province.
To date, the region has signed up 131 projects and attracted a total investment of 50.8 billion yuan ($7.6 billion).
There are 52 projects with investment exceeding 100 million yuan. Those projects include the Aero Engine Corporation of China's gas turbine project, the Liming aviation power industrial park and the Chengda Biotechnology's production base.
It is exciting to see that science and technology can be chosen as the main theme in the city's development, said Liu Jiren, chairman of Neusoft, adding that the group hopes to make efforts to contribute to a science and technology park with international influence and social responsibility in the following two to three years.
Yan Zhanfeng, Party secretary of Hunnan district, said: "We have adhered to the principle of integrating production, livelihood and ecology in the region's development. Based on the tasks of scientific and technological innovation, industrial development and talent introduction, we planned to build up a new-generation urban area with ecological civilization, convenient transportation, efficient service, intelligent city management and a talent-friendly environment, and then to become a powerful engine to drive the all-around revitalization of Shenyang."
